I am sure he even does not have residential electrical journey man license,
forget about master jouney man or C-46 license which is for solar contractors.
he is not allowed to connect two wsire under one holsplice connector. if this system is using batteries for power storage , his connections are not at all safe because incase because of batteries there is a short circuit it may generate lots of heat which can cause fire hazard.
It’s very easy to build solar panels system by myself.
